IL Seeks to Track Ammunition

If the Democrats put as much energy into working towards bipartisan solutions to the myriad of issues plaguing this nation as they do attacking our Constitutional rights, I think the country would be in a much better place. Unfortunately, I don’t think we’ll ever see that day. A prime example is what’s going on in the horribly run, Democratic state of Illinois with the introduction of HB4414. Here is the critical component of the bill:

…all handgun ammunition that is manufactured, imported into the State for sale or personal use, kept for sale, offered or exposed for sale, sold, given, lent, or possessed shall be serialized.

That’s right. Illinois is trying to force every single bullet to have a serial number. And a database of all ammunition transactions in the state. Of course, I’m sure such a database would never be misused by our beloved government officials. Let’s look at some other provisions:

  • any person who manufactures, causes to be manufactured, imports into the State for sale or personal use, keeps for sale, offers or exposes for sale, or who gives or lends any handgun ammunition that is not serialized is guilty of a Class A misdemeanor
  • any person who possesses in any public place any handgun ammunition that is not serialized is guilty of a Class C misdemeanor
  • the assessment and collection of end-user fees in an amount not to exceed 5 cents per round of handgun ammunition or per bullet

So whether you provide or use ammunition which isn’t serialized, you’re guilty of a misdemeanor and you get taxed on top of it to pay for the infrastructure used to track you. And don’t be misled that it only applies to handguns. Your SBR (can Illinois even posses these?) and AR-platform rifles would be included.

These terms also include any device that has a barrel 216 inches or more in length which is designed to be 3interchanged with a barrel less than 16 inches in length.

I can easily see this being applied to ARs since it’s a simple matter of changing the upper to something less than 16″, legalities aside. This is definitely a slippery slope.

"Serialized handgun ammunition" means any of the 19following, which are subject to serialization under this 20Article:21(1) handgun ammunition;22(2) .22 caliber rimfire ammunition;23(3) assembled handgun ammunition packaged for retail 24    sale; or25(4) bullets used for reloading or handloading handgun 26    ammunition that are packaged for retail sale.

As of 3/12/2026, the bill is in committee. Now is the time for you Illinois gun owners to be reaching out to your elected officials to let them know you oppose this bill and expect them to as well.
